Shijiazhuang city in Hebei province launched its first batch of 115 green cards to attract skilled workers on June 15, as part of the city’s plan to take advantage of human resources outside Hebei to support its social and economic development.
Guidance issued on the management of Shijiazhuang’s new green card scheme was recently issued by Shijiazhuang general office, which details the policy’s benefits and required applicant qualifications.
According to the guidance, Shijiazhuang will ease red tape in 15 areas such as starting businesses. The common services of entry and exit, customs clearance, tax, household registration, healthcare, social insurance, position assessment, land use for new businesses, housing subsidies and other related areas are included in the policy.
The new policy on skilled workers is targeted at people from both home and abroad.
Based on an applicants’ qualifications, the green card is mainly issued to six categories of worker: Nobel Prize winners, academics from the Chinese Academy of Sciences and Chinese Academy of Engineering, academics from developed countries; prizewinners of domestic and overseas science and technology competitions; people who were once in charge of key science and technology projects; as well as skilled workers who satisfy the demands of industrial and social development in Shijiazhuang.
Green card applicants can login to the green card homepage of the Shijiazhuang municipal government website (www.sjz.gov.cn) to submit materials, and the website will give feedback within 24 hours.
Businesses that employ applicants who pass the pre-trial stage of the green card application need to submit related materials for a second check, and then applicants can obtain their green cards at the service center in the administrative examination and approval department of Shijiazhuang.
In addition, people who get the cards can also report the loss of a card, reapply and cancel a green card at the service center.
